East County Quarry Coordination Process

EAST COUNTY QUARRY COORDINATION PROCESS

Background

Most of Sacramento County’s aggregate needs in the past few decades have been mined from alluvial deposits located under hundreds of acres in the area around Jackson Highway and Bradshaw Road.  Those deposits, however, are being quickly depleted resulting in a need to find another source.  The major aggregate producers in the county have identified near-surface bedrock deposits in the east county with rock of sufficient quality and quantity for viable hard rock quarry operations.

Sacramento County is currently processing three applications for hard rock quarries in east Sacramento County submitted by Teichert Aggregates (02-0636), Granite Construction (05-0953) and DeSilva-Gates Construction (06-0450).  They are located adjacent to, or east of, Scott Road, and range from one to three miles south of White Rock Road (see map below).  The quarry proposals are all of the same general magnitude in terms of area and productivity.  There are many potential issues associated with projects of this nature, traffic being one of the most obvious.

Because of the magnitude of these projects and the anticipated development in the surrounding area, the County has created the “East County Quarry Coordination Process” (Coordination Process).  Although these applications are being processed individually through the usual procedures, the Coordination Process will help to create a coordinated, comprehensive approach to select issues that are likely to be especially problematic.  

 
East County Quarry Coordination Process

County staff received direction from the Board of Supervisor’s on June 12, 2007 to involve key stakeholders in the Coordination Process including the City of Folsom, the Cosumnes Community Planning Advisory Council (CPAC), the quarry applicants and County staff.  Other parties will be invited to meetings that cover specific issues.  When possible, existing forums will be enlisted to address issues, such as use of the Highway 50 Mobility Collaborative for transportation.  In addition to transportation, stakeholders recognize the need to address water quality and open space issues.  Other key issues may be identified through the Coordination Process.

In order to provide the best environment for seeking effective solutions, the meetings will be professionally facilitated by a neutral third party.  The meetings will be held approximately every two weeks to meet the aggressive timeline.  The general public will be able to monitor the meetings by viewing meeting notes which will be posted on the County Planning Departments website, or available by mail.

Each of the applications will be processed separately through the Planning Department and the Department of Environmental Review and Assessment.  A full public review will be available up to and including hearings by the Planning Commission and the Board of Supervisors.  The hearing dates will not be set until completion of the Planning Staff Report.  Those hearings dates will be posted on this website when they become available.  If you would like to be notified of those hearing dates, please contact the planner listed below to be added to the notification list.

A Draft Environmental Impact Report (EIR) for the Teichert Aggregates quarry was released on August 22, 2008.  The public comment period for this document runs through November 6, 2008.  For additional details, and to view this EIR, please see the link below.  County staff will conduct a series of workshops for the Teichert quarry.  A workshop is currently scheduled at the Cosumnes CPAC on October 22, 2008.  If you would like to be notified of these workshops, please contact the planner listed below to be added to the notification list.
