MINERAL RESOURCE-RELATED GENERAL PLAN AMENDMENT

Project: Mineral Resource-Related General Plan Amendments
Purpose: Proposed amendments to the Sacramento County General Plan related to mineral resources in order to:
- Meet State requirements under the Surface Mining and Reclamation Act (SMARA) related to mineral resource preservation;
- Update General Plan terminology;
- Refine existing policy; and
- Address recent Board of Supervisors’ decision regarding mining within existing Special Planning Area zoning designations.
Brief Description: The Mineral Resource-Related General Plan Amendments project, initiated by the Board of Supervisors in October 2005, proposes several amendments to policies, intent language and maps located in the General Plan Conservation Element as well as the County’s Land Use Diagram that address mineral resources in Sacramento County. Many of these amendments had several different proposed alternatives from various groups and organizations.
Opportunities for Public Input:
- Community Planning Advisory Councils. The CPACs for Vineyard, Cosumnes, South Sacramento, Southeast and Cordova reviewed the project in April and May 2007. Planning staff presented background information, summarized proposed changes and took public comments at each meeting. Ultimately, the Vineyard, South Sacramento, Southeast and Cordova CPACs each voted unanimously to recommend approval of the project, while the Cosumnes CPAC expressed support of the project.
- Policy Planning Commission and Board of Supervisors. Both hearing bodies will take public testimony during their hearings. The Board of Supervisors will make the final decision on the amendments. The dates, times and locations for these hearings are as follows:
- Policy Planning Commission – July 10, 2007 at 6 p.m. – 700 H Street, Suite 1450
- Board of Supervisors – August 22, 2007 at 2 p.m. – 700 H Street, Suite 1450
