The Department of Finance officially
announced the decision to close Mather Air Force base
in December 1988. Following the base closure announcement,
the Sacramento County Board of Supervisors initiated
reuse planning activities with the appointment of
the Sacramento Area Commission on Mather Conversion
(SACOMC) and, later, the Mather Internal Study Team
(MIST). Major elements of the reuse plans prepared
by SACOMC and the MIST focused on the retention of
the aviation use, creation of a regional park, establishment
of various education uses and civilian use of the
base housing. In Fall of 1991, the Board of Supervisors
endorsed a comprehensive reuse plan for Mather Field.
On April 19, 1995, the Board of Supervisors
adopted Resolution No. 95-0440 initiating a Specific
Plan for Mather Field. The Mather Specific Plan was
initiated to provide guidance in the evolution of
the Mather Filed from military to civilian uses. The
purpose of the Specific Plan is to implement previous
planning efforts by identifying a clear land use framework
with associated clear and specific requirements for
private and public development within Mather Field.
The Mather Specific Plan establishes the location,
intensity and character of land uses; the circulation
pattern and necessary infrastructure improvements
to support development; the location and general configuration
of parks, open space and community facilities necessary
to support new development and contribute to the quality
and livability of the region as a whole; and the implementing
actions required to realize the plan's objectives.
