Description of the Specific Plan Process/History

Specific Plan Initiation
Pursuant to County ordinance, the Elverta Specific Plan owners' group requested that the Board of Supervisors consider initiation of a Specific Plan for this area. On September 9, 1998, the Board of Supervisors adopted Resolution No. 98-1068 initiating the Elverta Specific Plan. Subsequently, a Funding Agreement was entered into between the County and the Elverta Specific Plan owners' group on December 16, 1998. On January 27, 1999, the Board approved a contract for professional planning consulting services with Bruce Race of RACESTUDIO and his subconsultant, Adam Krivatsy.

Citizens Advisory Committee Formation
In February 1999, eleven citizens were appointed by the Board of Supervisors to the Elverta Specific Plan Citizens Advisory Committee (CAC). The CAC included property owners within the Specific Plan area; surrounding property owners; and representatives from the Elverta Community Planning Advisory Council, Rio Linda & Elverta Recreation & Park District, Placer County Municipal Advisory Council, Rio Linda-Elverta Library Foundation and Elverta Specific Plan Property Owners Group.

Preparation of Land Use Plan/CAC Process
Five meetings of the Citizens' Advisory Committee were held in the meeting room at the Cherry Island Golf Course in Elverta. Approximately 500 notices were sent at the outset of the CAC process, using the 500' radius mailing label list, announcing all five meetings. In addition, a notice was placed in the Rio Linda News prior to each meeting. The meetings were held on the following days:

Saturday, March 6, 1999 9 a.m. to 12 p.m.
Wednesday, March 24, 1999 6:30 p.m. to 9:30 p.m.
Monday, April 19, 1999 6:30 p.m. to 9:30 p.m.
Wednesday, May 12, 1999 6:30 p.m. to 9:30 p.m.
Wednesday, May 26, 1999 6:30 p.m. to 9:30 p.m.

At meetings 1 through 4, the CAC members, along with interested members of the public, were divided typically into three teams and asked to work on activities that led to the creation of the land use plan. A Workbook was developed from the materials used during each meeting. This Workbook details the activities and strategies articulated by the Citizens Advisory Committee and members of the public participating in the process. In addition, the results of each CAC meeting were available for public review on the web site of the land use consultant, Bruce Race, at http://www.dnai.com/~racestdo.

A draft land use plan was endorsed by the CAC during the 5th meeting.

Board of Supervisors Workshop
Subsequent to the preparation of the Elverta Draft Land Use Plan, a workshop was conducted before the Board of Supervisors on June 16, 1999 to highlight accomplishments to date and to identify issues associated with the Plan. During the workshop, the Board directed staff that the contents of the Specific Plan text, its technical studies and other associated documents and reports, address the land use designations, densities and design components contained in the Draft land Use Plan. The Board also directed the Planning Department to proceed with the processing of the Elverta Specific Plan, including: completion of technical studies, preparation of a Specific Plan text, submission of the project to the Department of Environmental Review and Assessment (DERA) for preparation of environmental documentation, and hearings before the appropriate hearing bodies.

Preparation of Specific Plan Text and Design Guidelines
Four additional CAC meetings were conducted on the following days to formulate neighborhood design principles and guidelines, roadways cross section design guidelines and Specific Plan Text preparation and review:

Wednesday, December 1, 1999 6:30 p.m. to 9:30 p.m.
Wednesday, January 19, 2000 6:30 p.m. to 9:30 p.m.
Tuesday, March 14, 2000 6:30 p.m. to 9:30 p.m.

Technical Studies Completion: Technical studies and an infrastructure and financing plan have been prepared based upon the Draft Elverta Specific Plan. 

Release of Notice of Preparation: The Department of Environmental Review and Assessment, on September 6, 2000, released A Notice of Preparation for the Elverta Specific Plan. Subsequently, an Elverta property owner requested that the Countryside Equestrian Estates rezone and tentative map application be processed concurrently with the Elverta Specific Plan. Staff from the Planning and Environmental Review and Assessment prepared a revised NOP for the Elverta Specific Plan. The revised NOP was released for public review in January 2001.

Environmental Review: The draft Specific Plan was submitted to the Department of Environmental Review and Assessment for preparation of appropriate environmental documentation. A draft Environmental Impact Report was released in May 2003.

Public Hearing Process: The draft Specific Plan was heard before the Policy Planning Commission During five public hearings held between October 2003 and January 2004.  In response to comments, the project was revised and was subject to a revised, re-circulated draft EIR. That revised draft EIR was released in January 2006.  The Policy Planning Commission recommended approval of the revised plan on February 28, 2006 and directed DERA to prepare a Final EIR.  A Final EIR was prepared and distributed in May 2007.  The Elverta Specific Plan was reviewed by the County Board of Supervisors during five hearings held between May 8, 2007 and August 8, 2007  The Board of Supervisors certified the Final EIR on May 30, 2007 adopted the findings of overriding considerations, and approved the General plan Amendment.  On August 8, 2007, the Board of Supervisors adopted the Elverta Specific Plan, Community Plan Amendment, Zoning Ordinance Amendment, Rezones, and Financing Plan.
