SCOPE |
| The Policy
Analysis Project of the General Plan Update
is intended to identify: |
- Existing policies
that are difficult to interpret,
implement and require clarification
- Outdated policies
and,
- New policy
ideas that should be introduced
in to the General Plan.

| Planning
staff has met with several agencies and County
Departments to identify such issues and is
in the process of meeting with other agencies.
Because of the variety of ideas and issues
identified by the multiple agencies, varying
levels of problems have been identified that
range from minor edit problems to entertaining
the idea of changing the approach of certain
existing policies.
Subsequently, issues
are then grouped in to topics for discussion
and, draft language are prepared by Planning
staff & the agency staff. The draft
language will be presented to focus group
sessions for public input.

| The following are identified as major sub-topics of the Policy Analysis Project of the General Plan Update. Minor topics that relate to editing are not listed below. Note that additional topics may be created as the Update progresses. |
- Conservation Element
- Add County's tree mitigation measures as policies
- Incorporate discussion or policy referring to the Water Forum Agreement
- Address numerous other issues as needed
- Air Quality Element
- Revise County 's Air Quality Program mitigation measures
- Incorporate new policies such as Cool Communities and Transportation Management Funding
- Circulation Element:
- Incorporate County's ADA & Pedestrian Master Plan efforts
- Delete the requirement for Congestion Management Plan per State Law
- Incorporate the Congestion Relief Study
- Incorporate Regional Transit's various studies and plans & efforts by the Transit for Livable Communities
- Land Use Element:
- Revisit the County's Transit Oriented Development strategies
- Incorporate County's commercial urban design guidelines efforts
- Incorporate Blueprint and Smart Growth-related strategies and policies
