General Plan Update
HOLDING CAPACITY ANALYSIS
BACKGROUND
As required by the General
Plan the County is required to maintain
a 20-year supply of land within the Urban
Policy Area  to
accommodate growth in the unincorporated
area. Policy LU-76 of the General Plan
requires a periodic review and expansion
of the Urban Policy Area (UPA) to maintain
an adequate supply of land to meet projected
demand for housing. The
UPA indicates the area within the unincorporated
County where urban development can occur
over the next 20 years.
Sacramento County’s
Planning and Community Development Department
has requested that the Board of Supervisors
adopt strategies that would accommodate
the growth allocation as defined by SACOG’s
adopted Blueprint
Vision - 99,700 new residential units
for the unincorporated County through 2030. Since
this allocation exceeds the current residential
holding capacity of the UPA, strategies must
be included in the updated General Plan to
increase the holding capacity. Four growth
management strategies have been proposed to
accommodate this growth: buildout of planned
communities, commercial corridor revitalization,
infill and expansion of the UPA to build new
communities. For more information on
