Q. What is a community plan?
A. A community plan is intended as a policy document that can be used by developers, service providers, planners, and decision makers in planning for the development of a community. This document is really an extension of the County's General Plan, but is much more specific in terms of the policies, objectives and strategies; and it addresses issues which are important to the community. Community plans generally consist of several elements (e.g., land use, circulation, and housing), and are similar to those contained in the County's General Plan. Once again, these elements are specific to the community and address the issues or concerns that are important to the community. To date, there are eleven (11) community plans that have been adopted for unincorporated community areas within Sacramento County.

Q. Does the Florin-Vineyard Community Plan differ from a traditional community plan?
A. Yes, the Florin-Vineyard Community Plan will differ in the respect that there are already two community plans that incorporate this area (i.e., the South Sacramento and Vineyard Community Plans), and this planning process is intended only as an amendment to these existing plans. There will be no attempt to rewrite elements of these existing plans as they pertain to land use, transportation, housing, etc. Instead, the amendments will focus on that area covered by the Florin-Vineyard Community Plan, and to the extend necessary to provide for the drainage, transportation improvements and other essential elements necessary to serve future urbanization of this area. As indicated by Resolution #2001-0907, rezone applications corresponding with the identified and preferred land use patterns may be submitted by individual property owners within the Florin-Vineyard Community Plan only after the Board of Supervisors endorses a draft land use plan for this area.

Q. When was the last community plan update?
A. The last community plan updated within Sacramento County was in 1998, with the adoption of the Rio Linda/Elverta Community Plan.

Q. How will a community plan update affect my neighborhood?
A. The initial phases of the update process will be to identify the issues and concerns of those residents of the Florin-Vineyard community. The intent will be to address these issues/concerns in the context of what is best for the overall community, and not necessarily any one particular neighborhood. It is possible that implementation of the community plan may impact a neighborhood in terms of traffic levels, a reduction in the number of billboards, enhanced public transportation, or in terms of enhanced pedestrian/bicycle connections. These are the type of issues that will be addressed as part of the formulation of specific policies once community issues and concerns have been identified.

Q. How can I participate in this community plan update process?
A. A Citizens Advisory Committee (CAC) of 12 individuals has been appointed by the Board of Supervisors to help Planning staff draft the Florin-Vineyard Community Plan. The CAC will hold a series of public workshops for this planning process, and notice for these workshops will be mailed out to all property owners within the planning area. These workshops are public meetings, and community residents or interested individuals are welcome to attend. Once the community plan is drafted, an environmental document will be prepared on which the public may comment, and notice provided to all property owners for any public hearings held before the South Sacramento Community Planning Advisory Council, the Vineyard Community Planning Advisory Council, the County Policy Planning Commission, and County Board of Supervisors.
