Proposed El Camino SPA Feasibility Study

April 30, 2008 Public Information Meeting - Public Comments

 

These comments are listed in the order they were received. 

  • Put multiple family housing in Natomas, not Arden Arcade.

  • There is too much traffic in Arden Arcade already, more development is not needed.

  • Additional development will cause more pollution.

  • Preserve the neighborhood character.

  • High density development encourages crime.

  • The previous rezone to multi-family zoning was not sufficiently transparent to the public.

  • Single family lots should remain as they are.

  • The El Camino Special Planning Area (SPA) feasibility study results from community survey, a community outreach process, and was proposed by community members and neighboring property owners.

  • Now is a good opportunity to have input on zoning in this area. Past zoning changes and actions have already occurred, and it is important to focus on what can be done now.

  • Zoning guides development, and it is important to create zoning that is compatible with neighborhoods.

  • Sidewalks encourage multiple family housing.

  • There is too much multiple family housing in Arden Arcade.

  • Federal and State laws make zoning to lower densities very difficult to implement.

  • It is rare for a jurisdiction to study zoning to a lower density as proposed for the El Camino SPA feasibility study.

  • Notification for development projects should include a wider radius than the current procedure of noticing property owners within a 500’ radius.

  • Future notification for meetings relating to the El Camino SPA should be delivered to a wider area.

  • Dissenting residents can oppose a use to stop it, regardless of what zoning is in place.

  • Previous development has conflicted with Covenants, Conditions & Restrictions (CC&Rs), or development guidelines, for existing homeowners and neighborhood associations. Any SPA adopted should comply with development guidelines for existing homeowners and neighborhood associations.

  • The boundaries and other elements of any SPA have the potential to change, and do not provide the community with adequate control over land uses.

  • The Arden Arcade community must ensure that it has control over land uses in Arden Arcade, not outside agencies such as Sacramento Housing and Redevelopment Agency.

  • Poll of meeting attendees, taken at the request of the meeting attendees:

    • 63 meeting attendees present at the time of the poll, not including Sacramento County staff

    • 42 attendees favor single family zoning for El Camino Avenue, between Mission & Eastern Avenues

    • 2 attendees favor multi-family or other zoning El Camino Avenue, between Mission & Eastern Avenues

    • 4 residents present, of properties on El Camino Avenue, between Mission & Eastern Avenues

  • Sacramento County Planning should create a website for the El Camino SPA feasibility study, with all future meeting dates posted.
